Cap-acity and Trade: Vietnam Oregon Initiative Shared Climate Agenda

Abstract
The Vietnam Oregon Initiative is a formalized network working to promote sustainable development across cultures, sectors and expertise. Building on Vietnam's recent climate initiatives to promote investment in renewables and greener economy (transition of green economy) and the State of Oregon’s Climate Agenda is a chance to strengthen this network, learn together and test mutual benefits across disparate vulnerabilities and economic drivers. The purpose of a shared climate agenda is to promote exchange of technology and products/services which enhance Oregon and Vietnam’s market-based transition to clean technologies, carbon emissions reductions and overall climate resilience through multi-sector caps, trade and investment. Strategy 1/ Improve the performance and quality of businesses in Vietnam and Oregon to compete globally in sustainable product development and distribution and expand opportunities and financing resource for residential, municipal, and commercial customers to access cleantech services Proposed Action Areas • Energy Efficiency (advance emerging technologies in residential and commercial applications) • Renewable Energy (promote the production and application of solar and wind power in regions, municipalities and communities) • Transportation (increase smart transportation, public transit and low carbon/green vehicles) • Agriculture (clean water monitoring, food processing facilities and production) • Building and Land Use (promote scientific tools for assessing soils, friendly natural materials and reducing impacts from construction and intensive land uses) Strategy 2/ Prepare Vietnam for transition to green economy through training and education programs aligned with clean tech and a reduction in carbon-based fuels. Proposed Actions Areas • University partnership development (education and technical skills training for adoption of emerging technologies) • Private sector (cycling economy, waste reduction and knowledge transfer for integration of automation and robotics in manufacturing) Strategy 3/Establish policy and leadership programs with provincial governments, and line ministries such as the Ministry of Construction, Ministry of Planning and Investment and Ministry of Natural Environment, Ministry of Science and Technology) . Proposed Action Areas • Public sector training for climate leaders (reduction of coal dependency in power generation, align policies and incentive programs for harnessing market forces and private sector development to adapt the marketplace for green growth) • Build up capacity for Vietnam local governments to plan and use the technology tools to implement climate policy, including liaisons between Oregon and Vietnamese cities to share knowledge and trends. (Vietnam local governments have now more autonomy in planning their own development and investment but lack capacity and skills in doing so)
