Study on the Design Strategy of Urban Livable Living Circle with Public Participation: A Case Study of 15-minute living circle design of Ningbo Gulou area

Abstract
In today's China, with the gradual slowdown of urbanization process, the mode of urban development is gradually changing from the construction of new cities to the improvement of the function of old cities. Among the various projects reconstructed in old cities, the design of the living circle is to solve the unbalanced planning of urban development in the process of urbanization. The concept of the living circle was originated in Japan. It is a planning concept for solving problems such as regional resource mismatch in the process of urbanization. The 15-minute community living circle is equipped with the basic service functions and public activities space required for life within 15-minute walking range, forming a safe, friendly and comfortable community basic life platform. In recent years, under the background of gradually improving the quality of life, China has begun to pay more attention to the improvement of community living circles, and to achieve the matching of supply and demand of resources from the daily life of residents. In 2016, the Shanghai government compiled guidelines to create a healthy lifestyle and convenient spatial quality around the around the community's food, clothing, and housing. In 2018, Professor Jin Yunfeng studied the open space performance of Shanghai's central urban area based on the scope and population of the community living circle. Our project is designed for the living circle of Gulou District in Ningbo. It is located in the core urban area. It has better urban infrastructure and rich historical and cultural background, but also faces many problems, such as inadequate service facilities, uneven distribution of public activities space, poor quality of road traffic and so on. Through questionnaires, symposiums, interviews, etc., we collect local residents' feedback and transformation proposals on the issues, clarify the residents' lifestyle and transformation needs, and form community living circle planning and construction guidelines. Combined with the current conditions of the base, we propose transformation plans from the design and management aspects of the land to improve the livability index of community life, including improving residential infrastructure, increasing public green space, cultivating characteristic businesses, improving transportation infrastructure and other strategies. The implementation of the project is built in phases based on effectiveness, difficulty and cost. The renewal design of urban living circle with public participation links the government, enterprises, communities and residents with a professional design team. This clarifies the living needs of the residents, ensures the publicity of the project from design to implementation, improves the living conditions of the residents, and enables the residents to develop together with the community.
