Regeneration of Railway Industrial Heritage- Protection, Renovation and Development of Hengdaohezi Town

Abstract
With the rapid development of Chinese railways, the renewal and reuse of railway industrial heritage is an important part of remembering urban history and inheriting urban culture. Hengdaohezi Town in Heilongjiang Province of China is the historical heritage in the period of Russia "building railways by borrowing land" in Northeast China at the beginning of 20th century. Many railway industrial heritage such as train engine house , churches and residential blocks of railway workers are completely remained in the town . How to correctly treat the historical products of the invaded period and move towards the future is of great significance for the development of the town . So taking Hengdaohezi Town Conservation Project , which won the 19th U N E S C O Honorary Prize for the Protection of Cultural Heritage in the Asia-Pacific Region in 2018 , as an example , this paper analyses the historical , cultural , economic and social value of the railway industrial heritage in this town , and introduces the planning and measures of protective development of Hengdaohezi Town at three levels:the first one is preserving the historical authenticity of buildings, the second one is shaping the historical and cultural features of the historic protected areas, the third one is activating the rational and sustainable development of the town. After that, through questionnaires and interviews with local residents and visitors, this paper establish an evaluation system from six aspects: cultural perception , environmental gracefulness , facility perfection , life comfort , economic development and comprehensive satisfaction of the town , to evaluate the implementation effect after the completion of the protection project till now . Finally , the advantages and problems obtained from six aspects of evaluation are analyzed , and targeted strategies for the future development of this Railway Industrial Heritage Town are put forward.
