Exploration on the Construction of Urban Design Key Elements for Planning Management In Wuhan

Abstract Summary
Urban design is significant to the creation of high quality urban space, and it shall absorb new concept, technology, and method. The paper introduces the content and process of key elements of urban design in Wuhan. The construction of the key elements is based on the non-quantitative factors such as effective control of the city image and environmental quality to compensate for the lack of control in this aspect of the traditional stage planning. The key elements is based on the following objectives: Standardizing the urban design works, and gradually form a city design system with clear elements, reasonable control, standardized expressions and connections; Promoting the formalization of urban design and incorporate Land use planning conditions; Refining the clear provisions of urban space design, development, and operation, and establish a transparent, operability, and legally guaranteed urban design implementation mechanism; Educating the public about urban design goals, content, and strategies,building a bridge between the public and urban design. In this research,the paper proposes “user first, open platform, micro innovation” concept with “internet mind”, and put it to practice. Starting from the urban design goal, the main content of urban design is derived, and the key elements is generated by combining urban design results. The core control elements of urban design are divided into 7 categories, including land use function, traffic organization, landscape, architectural form, open space and special control. Future-oriented urban design will strengthen the control of urban space (especially public space) and the use of urban functions, while weakening the visual aesthetic requirements of architectural forms, such as urban control, regulation and subsequent architectural design. After repeated discussions and multiple rounds of revisions, it was finally determined that the core management and control elements of urban design in Wuhan include 87 items in 7 categories. The characteristics and innovations of this research are reflected in the following aspects: Customer first, the content is easy to understand, easy to implement; Open platform, the content of the element library can be dynamically and continuously modified and updated; Micro-innovation and rapid iteration, the module form is adopted to make the element number and content relatively independent, and each one is easy to revise and upgrade; Joint design, the maintenance of the element library adopts the principle of common maintenance by professional technicians, development enterprises and the public, and the opinions of all parties are constantly updated.
